That is an odd question. I'm assuming you want to keep this on the device, but if not would a script that monitors the website on a desktop or server and sends a notification work? It looks like ntfy runs an instance you can use so you wouldn't need to set that up. You might be able to combine it with macrodroid to set off an alarm from the notification.
